Thank you for the inquiry Mike. Yes, more information is definitely coming for our Volitio board / system. We have just begun releasing some of our hardware designs as open source as we convert them to Kicad (see Betsy). We don't have a plan yet to release Volitio as open source, but we're considering it as we ramp up here on KiCad. Regarding open sourcing the Quartus project for Private Island using the Cyclone 10 GX and SGMII, yes, this is definitely coming soon (this year). The board supports both 10G and 1G. The open source code will be for 1G and will be similar to what you can see now for Betsy using the Cyclone 10 LP, except it will be SGMII and not RGMII. It will also make use of Altera's IP for the transceiver, reset controller, and PLLs. As you may know, Quartus Pro is a free license for the Cyclone 10 GX, and the documentation is excellent for this device. It's a dream working with it.
